The Portland Police Bureau has been faulted for, among other things:
1) Using their guns against perps,
2) Using their tasers against perps,
3) Engaging in high/low/medium speed police chases with perps,
4) Chasing down homeless peeing perps,
5) Using weapons in defense when perps show what turn out to be fake guns,
6) Using pepper spray against perps,

And now I give you this case which I can assure you will result in curbs on cops chasing perps near or around buildings:

This morning, at 6:04 a.m., a Portland Police officer assigned to Central Precinct spotted wanted man at Northwest 4th Avenue and Everett Street. The man is a suspect in a Sunday afternoon domestic violence-related shooting in Southeast Portland. The officer got out of his car to talk to the man, who immediately ran from police and into a nearby building.

Additional officers got into the area and established a perimeter around the building, which is located between Davis to Everett Streets, 5th to 6th Avenues.

As officers were formulating a plan to enter and search the building for the suspect who was still possibly armed after the Sunday shooting, the man jumped off the roof and landed on Northwest 5th, between Davis and Everett.

Approximately 40 minutes passed between the time the officer spotted the man and the time he jumped off the room.

The 30-year-old man has been transported to an area hospital and his condition is not known at this time.

Northwest 5th Avenue, Davis to Everett Streets is currently blocked off as a crime scene.

Additional details will be released when they become available.
