Okay, after the furor raised by local media about six Sea Lions being shot while locked in cages, and another dead one found near the I-5 bridge, they come out and say there is no evidence they were shot?

Who jumped the gun (no pun intended) on claiming they were shot? Last I heard, getting shot leaves distinctive holes in a body.
