The short and sweet of this issue is that Measure 37 claimants, who won back the property rights they owned when they bought or came into possession of their property, at least on paper, have won back their rights. They argued in FEDERAL COURT that their M 37 claims constituted an enforceable CONTRACT with the county and is therefore unable to be broken by legislation due to SEPARATION OF POWERS.
