I note that the daily newspaper of record in Oregon considers the September 11th Memorial in New York City “jaw dropping[ly]” expensive,

But all that eye-welling magnificence comes with a jaw-dropping price tag. The foundation that runs the memorial estimates that once the roughly $700 million project is complete, the memorial and museum will together cost $60 million a year to operate. (here)

To put into context: That’s about as much as Milwaukie Light Rail Line at $205 million per mile (not including years of maintenance costs).
