Say-Wa Dems: Toll Alaska Way Viaduct, I-90 & 520 Bridges

SB 6505, titled AN ACT Relating to the authorization, administration, and collection of tolls on the state route number 99 Alaskan Way viaduct corridor, has been introduced in the Senate. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected feepayers.


SB 6506, titled AN ACT Relating to the authorization, administration, and collection of tolls on the Interstate 90 floating bridge corridor, has been introduced in the Senate. The Office of Financial Management has identified this bill as requiring a ten-year projection of increased cost to the taxpayers or affected feepayers.

This option uses the following assumptions:
1. SR 520 general purpose lane tolling begins March 19, 2011 (FY 2011) on the floating bridge only
2. I-90 general purpose lane tolling begins July 1, 2012 (FY 2013) on the floating bridge west of Mercer Island only
3. Variable-rate toll schedule
4. Toll exemptions for transit and HOV3+
5. Toll rates on both SR520 and I-90 for pre-completion of the SR520 floating bridge ranged from $1.50 to $3.25 in 2007 dollars (FY2011-FY2016). No tolls are assumed to be assessed at night between 11pm and 5am.
6. Toll rates on both SR520 and I-90 for post-completion of the SR520 floating bridge ranged from $1.00 to $3.80 in 2007 dollars (starting in FY2017).
7. Toll rates would be adjusted annually for inflation.
8. Traffic was adjusted in the initial years of toll operations on each facility to account for demand ramp-up effects.


HB 2897, titled AN ACT Relating to the administration, collection, use, and enforcement of tolls, has been scheduled for a public hearing by the House Committee on Transportation.
