My blood is boiling on this! Realtors are ALREADY “used” to “police”
way too much for the State’s enforcement of BS programs on property
owners, continually piling more & more burden on private property rights.
EPA (DEQ – oil tanks, wood stoves), State Fire Marshall (Smoke & CO2
detectors), riparian water rights, etc.
Based on the date of the Proposal Draft, this has been floating around
prior to June of 2011. Prior to Occupy, during the MERS Debacle &
Foreclosure Moratorium, etc.
If the City would just enforce the laws on the books, but the Portland Police
aren’t allowed to do their job.

This is still in its infancy stages. The PMAR Government Affairs Committee
is meeting for the first time on this on September 20th for their input! Yeah, right!
You know this is just another program that will provide “Revenue Enhancement”
for the City of Portland & will be shoved down our throats! Just like fluoride!
I don’t even see that the proposal says “what” the collected funds will be used for
or which “bucket” this money will go. If a homeowner has an NOD (Notice of Default),
they won’t have money to pay a registration fee. Will the bank then be responsible?
If no one pays these “assessments” how will they collect the money? Will the City
then “foreclose” on the property? Is this another way for the Government to acquire
more ownership/control of private property? Hmmmm.
