"Plastic" Bag Ban: Phony Poll; Government Issued Shopping Bags

Sam Adams calls on this phony poll to give him cover for banning “plastic” (really ethane) bags. See (here)his triumphant press release today invoking the phony poll as political cover. 
We asked two pollsters to give their opinions on this poll question. One said he wouldn’t touch this with a ten foot poll (heh), the other said the question was “appalling,” and a “socially correct” question designed to get a preordained outcome. See what YOU think:

“Single-use petroleum-based plastic shopping bags pollute our land, contribute to a swirling mass of garbage twice the size of Texas off Oregon’s coast, and continue our dependence on dangerous foreign oil supplies. Making paper shopping bags is a toxic process that pollutes our rivers. To encourage more use of reusable shopping bags, do you favor or oppose banning plastic bags in the City of Portland and requiring a 5-cent fee on paper bags?”
