Commissioner Sam Adams may not ask Portland voters to approve a street improvement fee this November after all.
After a protracted fight with fee opponents earlier this year, Adams said in February that he intended to ask the Portland City Council to place his “Safe, Sound and Green Streets” measure on the general election ballot.
