Why, Portland?

Only 3 weeks after the brutal murder of 13 year-old Alycia Nipp at the hands of a convicted Level III sex offender, we read of one in Portland who escaped from a “Treatment Center” in Portland.

Listed as a dangerous and violent sex offender, “William Dale Surrat, 40, has a long history of sexually abusing young girls and fantasizing about mutiliating others.”

Apparently he was not even subjected to a GPS tracking device! Why was he “receiving treatment” instead of being locked away forever?

Time and time again, legislation for stronger penalties for these dangerous people is blocked.

When will our childrens safety be placed ahead of concern for these dangerous predators?

UPDATE: According to KGW News, Surrat turned himself in to Police Friday morning. Police did not release information on his surrender until Friday afternoon. He had escaped earlier Thursday.
