My name is Art Scevola, I live at 1454 Glenmorrie Dr. Lake Oswego
I submit to you that all of the arguments of the respected citizens you have heard or
may hear should be SUBORDINATE to the central principle contained in the US
Constitution which is based on the principle that our rights come from God, not from
Govt and are INALIENABLE!
Also known as natures law, it means and that all man can do is LOAN certain rights to
government and that among those basic rights were life, liberty, and the pursuit of
happiness. In the original draft the pursuit of happiness was the called “PROPERTY”
The framers studied all of the systems of government and philosophies that were
contained in great writings of the past. They, Jefferson, Madison, Franklin, and Adams
created a simple but profound document ascribing to men those certain inalienable
rights and to government only those specifically granted by the people initially restricted
to provide for the common defense, postal service, the general welfare
A huge bell warning that our individual rights are being taken away by government is
being sounded all over this nation. It seems here in Lake Oswego, where I am told
that no pledge of allegiance to our flag is recited before council meetings, there are
those in civic leadership and government who fail to understand these principles or
simply choose to ignore the the 5th Amendment prohibition against taking of life or
property as contained in the Bill of Rights. There are those who haven’t heard the bell
and who proceed to govern or lead without regard to the voice of the voters who pay
your salaries and for whom they work..
To the framers of the Constitution and Bill of Rights, property rights were closely
associated with personal liberty. Underscoring this identification of property ownership
with liberty, the Fifth Amendment declares: “Nor shall private property be taken for
public use, without just compensation.” The Takings Clause limits the power of
eminent domain under which government can seize private property. Hence, the Fifth
Amendment protects individuals against arbitrary punishment and confiscation of
property.
Please remember last sentence from that remarkable document
Now there 9 principles of another system called Communism.
In one sentence Karl Marx summed up It is the ABOLITION OF individual property
rights.
The Communist Manifesto was written in 1848 by Karl Marx….a couple of the
principles…
1)The expropriation of landed property and the use of rent from land to cover state
expenditure;
2)A high and progressively graded income-tax;
3)A abolition of the right of inheritance
4)The confiscation of the property of all emigrants and rebels
5)The centralization of credit in the hands of the state, by the establishment of a state
bank with state capital and an exclusive monopoly
6)The centralization of transport in the hands of the state
7)An increase in the state ownership of factories and instruments of production, and
redistribution of agricultural land on a general plan;
8)Universal obligation to work and creation of labour armies especially for agriculture;
9)The unification of agricultural with industrial labour, and the gradual abolition of the
differences between town and country; SUSTAINABLE LIVING!
10) The public education of all children. Abolition of factory labour for children in its
present form. Unification of education with economic production.
Ladies and Gentlemen, I urge you to become informed on what is really taking
place within the agenda of this city government, with your county, and beyond.
There ARE no coincidences here.
Recently in Lane County, Commissioners voted 3 to 2 to prevent the county from
joining the ICLEI after having it brought to their attention that the city of Eugene’s costs
were greater than $300000! Our city along with more than 500 other municipalities is a
dues paying member. ICLEI and it’s UN based sustainable earth first agenda has been
pre determined, packaged and sold to the well meaning leaders and citizens alike for
more than 20 years.
ICLEI = THE INTERNATIONAL COUNCIL for LOCAL ENVIRONMENTAL INITIATIVES
It is the outcomes that the the policies of this agenda will, if implemented, lead to that
will diminish or remove our natural God given rights as described in the Bill of Rights.
Outcomes that are based on a secular global governance formula designed to eliminate
or severely restrict your right to life, liberty, and the pursuit of happiness as guaranteed
by our Constitution…here are a few
Eliminate private automobiles…reduce or eliminate meat consumption, your home
heating, …….change your light bulbs….shower heads…toilets…and refrigerators.
Words that have been changed and sanitized such as
Social justice, sustainability, smart growth, and others are directly from the doctrines of
the UN earth summit and it’s founding members
We must stop the indoctrination and intrusion into our lives from this agenda and it’s
implementation. It’s gone on for far too long. Sensitive lands, street car, and food safety,
Smart growth are all the same when measured this way.
Don’t take it from me….look it up…do your own research. There is plenty of evidence for
the taking. Join your fellow citizens who care about individual freedom and make your
own mind up.

Victoria, When I spoke to Greg Chaimov ( President of the Clack.Co. City Counsel) Council Chaimov told me The Light Rail is a done deal period, He also said that the reason the light rail could not stop at The Old South gate Cinemas where there is already parking and the light rail should stop, as to save at least 3 to 5 businesses. Instead of taking it all the way to Park Ave.Counsel man Chaimov informed me that if it did not go to Park Ave. TRIMET Would not pay part of the rail system and have full control of where it stopped, Hmmm, maybe he lives close to me and does.nt want it close to his home. I believe that the Sellwood Bridge will become another Bike AND Light rail bridge where they will connect to Lake Oswego, this is the only way to connect the line. Think about it.
