Hugo Chavez should be taken into custody and escorted out of the country forthwith and declared persona non gratia permanently. Further, all tankers loading at Venezuelan port with oil destined to the U.S. should be denied entrance to U.S ports and told to take their cargo elsewhere or back to Venezuela.
