Does PDX Rainbow City Council Have Guts to Arrest Law Breaking "Occupiers?"

I worry about Portland’s political will to protect lawful citizens versus the rabble that may cause violence as the Oppressive Occupiers take to the streets. Here’s what I mean.
Tuesday the Portland Police Bureau sent out this missive:

Update:  As of today, Tuesday October 4, 2011, event organizers have not obtained a permit for ‘Occupy Portland’.  There is another planning meeting this evening and we are continuing to encourage organizers to obtain a permit.  Permits are important to helping establish guidelines so that there is a safe and peaceful and lawful event. We have also not been told what the route is going to be. 

We want people to know that we believe that there may be disruptions in vehicle, pedestrian and Tri-Met traffic in the downtown core Thursday, October 6, 2011 beginning at noon continuing throughout the afternoon. 

Anticipating that people may intend to occupy Portland Parks as a result of this event we want to remind people that under City Code Park Rule 20.12.210 Hours of Park Closure:

A.  No person shall be in a Park during hours of park closure.  Unless the Director designates otherwise for any Park, “hours of park closure” means any time between the hours of 12:01 a.m. and 5 a.m. This offense is a class “B” Misdemeanor and under the City Code those who violate Park rules can be arrested.

Yesterday morning the Portland Police Bureau sent out this press release to the media announcing the avowed law breaking by the Occupy Portland crowd:

As of 10:30 a.m. today, Wednesday October 5, 2011, “Occupy Portland” event organizers have expressed that they will not be obtaining a permit and will not share any information on a march route or locations that the march may “occupy” along the way. …

The Portland Police Bureau received a fax last night from “Occupy Portland” stating the following:

“Currently there is no plan to obtain a permit since this movement has no leadership and further legal advice from the National Lawyers Guild advises against obtaining a permit. For best impact we will march in the streets and disrupt the city.”

Representatives from the City of Portland and the Portland Police Bureau have been in dialogue with ‘Occupy Portland’ event organizers in the hopes that they will provide route information to the Police Bureau.

And just 70 minutes after receiving that message, the Police Commissioner, Mayor Sam Adams sent out this tweet:

What efforts could he possible be referring to? They just sent out a fax that said they wouldn’t cooperate! And, after reporting that on the air apparently the Mayor got a little blow back. He sent out this tweet about a “news conference” which wasn’t announced to our newsroom at least and wasn’t on the city’s flash alert:

 There was reference to the “super quick news conference” by the Mayor two hours later in the Mercury:

UPDATE 4:15PM—Mayor Adams held a super quick press conference about the protest this afternoon. He noted that the city has sent cops and other staffers to Occupy planning sessions: “We’re doing every thing we can to make sure we facilitate a peaceful event… We’ll deal with issues as they arise. I’ve told the police bureau not to deal with what-ifs.”
Adams also told everyone to go to publicalerts.org, the city clearing house for news alerts, for info on traffic and TriMet delays.

He has no plan. He thinks his “progressive” personae will allow him to sweet talk this rabble into doing no harm. What are the chances?
