Vancouver City Council Votes to Accept SAFER Grant

After voting unanimously to accept an agreement with IAFF Local 452, the Vancouver City Council has also voted unanimously to accept the the $2.3 million SAFER Grant that will hire 13 more Fire Fighters and reopen Fire Station 6 that was closed earlier due to budget restraints. The grant will not cover the $190,000 two-year operation costs of reopening Fire Station 6, nor will it pay the $180,000 in training and equipment costs for the 13 new staff members.

It does give the city 2 years to “fix the broken business model” of the city as expressed this evening my council member Burkman.

Mayor Leavitt did ask the Fire Chief when could citizens expect Fire Station 6 to be reopened and was told that training of the 13 Fire Fighters would begin September 6 with the reopening of Station 6 expected to be towards the end of October or early November.

All council members expressed concern over the city seeing a repeat in 2 years of facing closing of another fire station and laying off emergency personnel, but also stated they had 2 years now to work on correcting the problems the city faces financially.

Whether or not it dawns on them that the priority should be towards the safety of citizens instead of tax increases to pay for unnecessary projects, such as extending Portland’s Light Rail to Vancouver, a $24 Million Stadium or the other boondoggle reasons we hear they desire more money from taxpayers, remains to be seen.

Maybe too, they could discuss with County Commissioners on expecting a $1 Million traffic impact fee to build a new Chucks Produce, along with 80 new jobs, on Hwy 99 in the Salmon Creek area.

Jobs are what is needed and if they wish to not see a repeat of this in 2 years, both the city and county should be doing everything within their power to encourage businesses in the private sector to expand and hire.

Good news for people in the Fire Station 6 service area, but let’s hope City Council also sees the need to private sector growth over raising more and more taxes on a struggling middle class

“Vancouver and its largest firefighting union — IAFF Local 452 — also settled on a four-year contract that includes no cost of living raises for two years, followed by a 3.7 percent increase in 2012 and a 2 percent increase in 2013. It also took no cost of living increase in its 2009 bargaining agreement.”

“The agreement includes what city leaders called a “notably innovative” agreement on health care: The union’s approximately 170 members will no longer be on the city’s health plan. Instead, the city will pay what it currently contributes for health care, $1,321 a month per employee, into a trust that will be managed by the union, which will then contract out their own health care services.”

SHOCKING NEW FINDING: SUN CAUSE OF GLOBAL WARMING

Al Gore won’t like it. The Enviro Industry dependent upon the “Man Made Global Warming Industry” won’t like it, but, hey, what are they gonna do, call us deniers? Been there, done that.

“…63 CERN scientists from 17 European and American institutes have done what global warming doomsayers said could never be done — demonstrate that cosmic rays promote the formation of molecules that in Earth’s atmosphere can grow and seed clouds, the cloudier and thus cooler it will be. Because the sun’s magnetic field controls how many cosmic rays reach Earth’s atmosphere (the stronger the sun’s magnetic field, the more it shields Earth from incoming cosmic rays from space), the sun determines the temperature on Earth.

It Costs 75 Bucks to Buy an Election in Oregon

Years ago I lodged a complaint against the Parkrose School District for using the taxpayers’ email to send out an appeal to vote ‘yes’ for the local school tax increase.  The missive went out to all teachers and parents–hundreds of people. It was signed by the Superintendent. This was obvious electioneering using public resources in violation of state election law. For being found guilty of using public resources to electioneer, the Superintendent was fined a whopping $75.00.

I won the complaint; they won the election. 

You can buy an awful lot of influence for 75 bucks.

So it is with the latest case of a Portland Public School bond campaign in May. A total of eight Portland Public School employees –including the Superintendent and the district’s top spokesman, Matt Shelby–have been found guilty of election wrong doing.



One of the eight lawbreakers included the school modernization czarina, Sarah Schoening who sent out a pamphlet made with school resources to sell the tax increases:


After completing a thorough investigation, the Elections Division has determined that the activities performed by Sarah Schoening regarding the measures, did constitute advocacy in support of Ballot Measures 26-121 and 26-122. The review Schoening provided did not produce impartial, unbiased information about the measures.


And for this breach of faith and abuse of the elections laws she received: a $75.00 fine.


Pursuant to ORS 260.995(1), The Secretary of State, Elections Division has determined that Sarah Schoening, Executive Director Portland Public Schools, violated ORS 260.432 (2) and therefore intends to impose a civil penalty in the amount of $75.00 (Appendix B, OAR 165-013-0020, Penalty Matrix).


The school district batted .500. In other words, they won one and lost one. Not bad for measly elections violations worth $75.00. (Reasons I believe they lost the bond measure include the recession and how we outed the blatant lies told in their own ads. See links below)

Jeff Reynolds, one of the five complainants in this Portland Public School case told me,

“I must say that I’m torn. While I welcome the recognition by Secretary Brown that deliberate wrongdoing occurred, I’m deeply disappointed with the lack of deterrence in this toothless statute. It’s clear to me that without some sort of real penalties, this episode will only show others who wish to undermine our electoral process that there are no consequences. This is not a victimless crime – indeed, all Oregon voters are affected when any election is tampered with. I think such actions ought to result in real penalties, not a slap on the wrist.”

I agree with Jeff. That’s why it’s been my position for a long time that the $75.00 penalty should stay in place and be applied to every single person/email/pamphlet that has been produced and sent. In other words, for every email sent there should be a $75.00 per email address fine. For every pamphlet produced there should be a $75.00 per pamphlet fine.
One party has ruled the executive branch of this state for going on 30 years. The unions run the teachers and government bureaucrats run the schools. Since they’re the ones with all the money around here it just seems sporting that they should pay dearly when using taxpayers’ stuff to buy an election.
